NO JURISDICTIONAL BOUNDARIES – MISSION/BIO
I resided in the Washington, DC area during the 9/11 terrorist attack on the Pentagon and the sniper killing-spree, in October 2002, executed by two home-grown domestic terrorists. These events, and living with the daily crime and violence in the Washington, DC region, and the world, compelled me to write the screenplay, “No Jurisdictional Boundaries,” to prepare America for future terrorist attacks within our borders.

Violence and future terrorist attacks within America are inevitable. Launching this leadership initiative as a conjoint “counterattack” in response to my screenplay research is vital. I strongly advocate enhanced critical incident leadership efforts to include violence and terrorism awareness, preparedness and realistic scenario training for public safety and military personnel, elected officials, corporations, faith organizations and civilians. Communication is crucial for swift, effective leadership and survival.

VIOLENCE AND TERRORISM ARE INEVITABLE
A LEADERSHIP LAPSE IS INEXCUSABLE

No Jurisdictional Boundaries is the convergence of background, belief and battle. It is my experience, education, training, and forward focused faith in a determined action to engage individual leadership potential. True leadership knows no party or privilege. It belongs to the man or the woman in the moment. It is not fixed. It is visionary, forward-focused, fluid, in motion. It is entrusted. Leadership is not for safekeeping. It is for safeguarding. It is not to be gambled and lost. It is risked and passed. This is true leadership legacy.

SCREENWRITER/PRODUCER/DIRECTOR/ACTOR
I am a former ten-year veteran police officer turned filmmaker. Since 1990 I have worked in the Independent film industry and as an AFTRA/SAG actor. Going from writing crime reports to writing crime scripts and from the streets to the screen progressed from my work as a police procedures technical advisor for filmmakers and actors. LEADERSHIP/MEDIA COACH – POLICE & ACTOR TRAINER
I am a Certified Leadership Coach. I currently train actors for TV/film and professionals for on-camera media skills and leadership enhancement. From 1996-2006, I also trained actors for use by an international organization that trained police in realistic hostage negotiation and counterterrorism scenarios.

POSITIVE I.D. & POLITICAL ADVISOR
From 1990-95, I founded and ran the theatrical non-profit, POSITIVE I.D., to teach on-camera conflict resolution skills to reduce incarceration rates, violence, gangs, and recidivism. I taught teens and adult inmates to write, script, direct and act in conflict and crime “scenes” to enhance their communication skills. POSITIVE I.D. consisted of 7 weeks of classroom and on-location work and culminated in a live stage production for other teens in the court system. The program ran in Orlando, FL and in the Montgomery County and Prince George’s County, MD detention centers.

OFFICE OF VIOLENCE PREVENTION (OVP) & POLITICAL ADVISOR
In 1994, I served as a political advisor to a candidate for Montgomery County (MD) States’ Attorney. I was afforded this opportunity due to my efforts with POSITIVE I.D. and the Violence Prevention Crew (below). Additionally, I had drafted a proposal for the creation of the “Office of Violence Prevention” as a multi-jurisdictional approach for Montgomery and Prince George’s Counties (MD) and Washington, DC to reduce crime and violence, share information and resources, and enhance relationships between police, youth and minorities.

After his aide was shot to death walking home on Capitol Hill, U.S. Senator Richard Shelby championed the proposal to the White House, Justice Department, and U.S. Attorney for Maryland. The State’s Attorney (SA) candidate included the proposal in his campaign to implement within the SA office had he been elected. This proposal for multi-jurisdictional cooperation predated 9/11 and the DC snipers.

LAW ENFORCEMENT/MILITARY/SCHOOL SECURITY
My last sworn service in law enforcement was as a deputy sheriff with the Orange County Sheriff’s Office (OCSO), Orlando (FL). Prior to that I served as a police corporal with the Prince George’s County police (MD), a 9-11 emergency dispatcher with the Howard County police (MD), and as a canine handler with the U.S. Army Military Police, 101st Airborne Division, Ft. Campbell (KY). I also served as a Security officer with Montgomery College (MD) and as a high school Security Team Leader with the Montgomery County public schools (MD).

While at the high school, I founded the “Violence Prevention Crew” and trained 12 teens for gang and violence prevention efforts. The teens gave public speaking presentations to civic groups and performed in stage productions for schools. They assisted in teaching inmates the POSITIVE I.D. program at a detention center, gave radio, television and press interviews, wrote and shot violence prevention videos with local police, and established Memorial Courage Awards in the names of slain police officers for presentation to teens that demonstrated courage in their community. As a result of these efforts, I was asked to serve on the Governor’s Council on Youth and Gang Violence for Maryland. The teens provided substantial insight to the council for the 1994 Gang Report.
